Claire Berrett, a longtime Orono resident criticized by some as being too supportive of Walsh, took the oath of office during a contentious City Council meeting in which officials and audience members at times shouted over each other. “It’s an honor,” Berrett said during the meeting. “It feels awkward to me right now, because I wasn’t expecting this, but I will promise you this: I will always vote in the best interests of Orono and its citizens.” The selection comes as Orono is bracing for major political turnover and grappling with contentious issues like the future of its fire department . Earlier this month, voters selected a new mayor and two new council members, who are set to begin their jobs in January. One week after the election, Council Member Matt Johnson resigned with about two years left on his term. Berrett filled his seat, though it’s not yet clear how long she might be there. Orono City Attorney Soren Mattick said he expects the appointment will last through November of 2026, though he left open the possibility officials could pass a special election ordinance that somehow changes that. Incoming Mayor Bob Tunheim said he believes city leaders exceeded their authority in appointing Berrett and that a special election needs to be held. “I can’t speak for the rest of the incoming council, but I think the community will want us to move quickly to put in motion the steps necessary to hold a special election,” Tunheim said in an interview Tuesday. He added: “I intend to be professional and civil with Ms. Berrett and I look forward to working with her for the time she remains on council.” Berrett didn’t immediately respond to a message Tuesday. Election vs. appointment Berrett’s sudden appointment surprised some people, who expected Monday night’s meeting to include a presentation on an application process for people who were interested in taking Johnson’s seat. Materials prepared for the council and included in a meeting packet note that “past practice of the city has been to fill council vacancies through an application, interview and appointment process.” When Johnson resigned earlier this month, city officials said they expected they would also need to hold a special election next year. But at Monday’s meeting, Walsh cited advice from state officials and said that because there isn’t a city ordinance addressing special elections, “there will not be one.” In a text message Tuesday, Walsh said it was “our duty” to put someone in place who will take care of Orono. “Claire is overly qualified to make sure that any decisions moving forward will be done with Orono’s best interest in mind when she votes,” he said. Walsh moved Monday night to appoint Barrett to the position. Orono City Council Member Alisa Benson, who had been the only one set to return to office next year, urged the council to hold off, saying multiple people had expressed interest in the job. “It’s the exact opposite of honoring those election results and the message that the voters have sent with it by doing this sort of maneuver at this meeting tonight,” she said. Council Member Maria Veach previously took her seat through an appointment process and said she “dealt with its aftermath for my entire term.” “I knew that really well-intentioned people won’t be given a chance, and the appointment process is brutal,” Veach said. “Unfortunately, what we’re tasked with is unprecedented yet again.” Berrett’s appointment failed on a 2-2 vote, with Walsh and Council Member Richard Crosby voting for her selection and Benson and Veach voting against. The city attorney said that, in the event of a tie, state law allows the mayor to appoint a new council member. Walsh immediately appointed Berrett, eliciting boos from the audience. During public comment, multiple people spoke against Berrett’s selection, with some raising concerns about the process and some saying they knew little about her except that she had ties to a group that held a forum featuring Walsh in the runup to the election. (Walsh received just one-third of the votes in the November election, losing to Tunheim.) Berrett didn’t address that head-on, but said she would tell people a little bit about herself. She said she has been an Orono resident for 29 years and has a “servant’s heart,” adding that she had served on a parents’ association and a parish council. “I hope to get to know you all in a real, face-to-face way, not behind keyboards,” she said. “...And I’m looking forward to the civility that incoming Mayor Tunheim has promised, and I hope that filters through all of Orono.”

HARRISBURG, Pa. – Democratic Sen. Bob Casey of Pennsylvania conceded his reelection bid to Republican David McCormick on Thursday, as a statewide recount showed no signs of closing the gap and his campaign suffered repeated blows in court in its effort to get potentially favorable ballots counted. Casey’s concession comes more than two weeks after Election Day, as a grindingly slow ballot-counting process became a spectacle of hours-long election board meetings, social media outrage, lawsuits and accusations that some county officials were openly flouting the law. Recommended Videos Republicans had been claiming that Democrats were trying to steal McCormick’s seat by counting “illegal votes.” Casey’s campaign had accused of Republicans of trying to block enough votes to prevent him from pulling ahead and winning. In a statement, Casey said he had just called McCormick to congratulate him. “As the first count of ballots is completed, Pennsylvanians can move forward with the knowledge that their voices were heard, whether their vote was the first to be counted or the last," Casey said. The Associated Press called the race for McCormick on Nov. 7, concluding that not enough ballots remained to be counted in areas Casey was winning for him to take the lead. As of Thursday, McCormick led by about 16,000 votes out of almost 7 million ballots counted. That was well within the 0.5% margin threshold to trigger an automatic statewide recount under Pennsylvania law. But no election official expected a recount to change more than a couple hundred votes or so, and Pennsylvania's highest court dealt him a blow when it refused entreaties to allow counties to count mail-in ballots that lacked a correct handwritten date on the return envelope. This triggered my memory of a Christmas card I received long ago. I was fortunate to be selected to follow an ILO /MATCOM programme at the Vienna International Centre, Austria. The programme focused on training methodology and developing training material for managerial-level persons in Co-operative Societies through a more andragogy based methodology. It was an exhilarating experience for me, and at the end of two weeks, I had re-oriented my perceptions and attitudes on training methodology and developing training material, and acquired a vast knowledge in the area of andragogy training.. I received an interesting Xmas card from the MATCOM project at Christmas that year. It showed two Santa Clauses in conversation. The dialogue was something like this: First Santa “I taught my reindeer to sing” Second Santa : “But I have never heard your reindeer singing.” First Santa again : “I did not say he learnt to sing; I said I taught him to sing.” This hilarious exchange highlights a critical truth: teaching and learning are not synonymous. While teaching imparts knowledge and skills, learning involves internalizing, understanding, and applying what is taught. Simply put, teaching may occur without learning, and learning may happen without formal teaching. Rote Learning vs. Meaningful Learning The distinction between teaching and learning becomes even more apparent when we examine two approaches: rote learning and meaningful or active learning . Both have their place but differ significantly in their outcomes and effectiveness. Rote Learning: The Path of Memorisation Rote learning involves memorising information without necessarily understanding its meaning or context. This method emphasizes repetition, often at the expense of comprehension. While it can help recall facts, definitions, or sequences (e.g., multiplication tables or historical dates), its limitations become evident when critical thinking is required. A real-life example of Rote Learning Several years ago, we were recruiting at the executive entry level. All candidates were newly passed out university graduates of business or commerce degrees. In the written examination, one question was, “Peter Drucker states that the responsibility of communicating rests with the communicator, not with the recipient. – Discuss”. Not a single candidate discussed the quote. Still, they all reproduced the traditional communication diagram learnt in the university, showing the sender, the receiver, the message, the medium, interference, etc in a nice diagram. It was a shocking revelation. Last month, I interviewed two candidates who had received their degrees in financial engineering. Both failed to explain what the degree is all about and how a Financial Engineer could add value to our organization. Meaningful or Active Learning: The Path of Understanding Meaningful learning, in contrast, emphasizes understanding and connecting new information to prior knowledge. Active participation, critical thinking, and real-world application characterize this approach. It helps retain information longer and fosters the ability to analyse, evaluate, and create. Example of Meaningful Learning Following a course in Industrial and Systems Engineering in Japan, I was impressed with the approach used to make us understand the “time value of money”. I had completed my CIMA accountancy exams too by that time and could compare the two approaches to teaching this concept. In Sri Lanka, the lecturer came to class and wrote “Time Value of Money” on the board and explained the idea. Quite in contrast, in Japan the lecturer gave us a series of quizes, starting with a simple example where any layman could make an investment decision. We had to decide which alternative investment was more beneficial for each scenario. One by one, the examples were rolled out and became trickier. Finally, we discovered the “aha” moment when we started thinking that an amount realized now is better than the same amount a year later. We learned by experiencing different situations. We discovered the concept through guidance rather than being taught the concept. Professor Carson from Canada was one of our MBA course lecturers. He also lectured undergraduates and often said undergraduate students in Sri Lanka want to take notes rather than discuss a topic. He would joke that when he arrived at the lecture room and said, “Good Morning, Class,” most students would even write that down in their notebooks. Bridging the Gap: From Teaching to Learning The X-mas card’s humorous depiction of Santa highlights a common educational challenge: ensuring that teaching translates into learning. Effective teaching involves more than just delivering information; it requires creating an environment where students are motivated, engaged, and supported in their learning journey. Strategies to Promote Learning 1. Create a Supportive Learning Environment: Teachers can actively engage students with discussions, group activities, and problem-solving exercises. They can also use technology to enhance the learning experience, such as interactive whiteboards or educational apps. However, creating a supportive learning environment where students feel comfortable asking questions and making mistakes is not just a strategy; it’s a crucial responsibility for promoting learning. It’s about fostering a culture of learning and growth. 2. Encourage Critical Thinking Asking open-ended questions and encouraging debates can help students move beyond surface-level understanding. For example, analysing characters’ motivations and societal implications in literature classes fosters deeper engagement with the text. 3. Connect to Real-Life Contexts Relating lessons to students’ experiences or current events can make learning more meaningful. I still remember our school geography teacher teaching us about monsoon. I still remember his teaching that the rains during the big match in March were inter-monsoon rains. In training Co-operative Society managers, I realized that although they understood concepts such as Break-Even Analysis and Stock turnover ratios, they could not apply them to their organisation. We changed the method, so they brought their own data and practised using their own figures. This was a huge success. 4. Provide Feedback and Reflection Opportunities Feedback helps students understand what they’ve grasped and where they need improvement. Reflective practices, like journaling or group discussions, enable them to process and what they’ve learned. Conclusion: The Synergy of Teaching and Learning Teaching and learning are interconnected yet distinct. While teaching imparts knowledge, learning is acquiring and applying it. Rote learning has its place in specific contexts, but meaningful learning creates lasting understanding and fosters critical thinking. Educators must strive to bridge the gap between teaching and learning, ensuring that their efforts lead to genuine comprehension and application. As the Santa story humorously reminds us, teaching does not automatically lead to learning. Learning only occurs when we align teaching methods with learners’ needs and actively engage them. Therefore, let’s strive to make Sri Lanka a country of learners rather than of teachers. In this shift, educators have the most significant responsibility and the highest opportunity to make this difference.
By Steve Benen Soon after taking office in 2021, Republican Rep. Lauren Boebert of Colorado quickly became one of Congress’ most controversial members. Six months into her first term, The Washington Post’s Dana Milbank wrote a column describing the far-right congresswoman as being “lost in a cacophony of crazy.” In the years that followed, Boebert’s reputation managed to get worse, culminating in an incident last year when the Colorado Republican attended a family-friendly “Beetlejuice” musical production in Denver, only to get kicked out of the venue for “ causing a disturbance ” at the show. The lawmaker denied any wrongdoing, right up until surveillance footage from within the theater proved that she’d obviously acted inappropriately . A year later, Boebert managed to switch congressional districts and win another term, at which point she managed to fall into yet another mess of her own making. The Hill reported : Rep. Lauren Boebert (R-Colo.) briefly offered videos on Cameo, a website on which public figures sell personalized videos to fans, before the page went offline amid questions about whether it would have violated House ethics rules. An introductory video from Boebert was visible on Cameo as of Monday morning, and a screenshot posted by a Semafor reporter showed her charging $250 per video. “Hey, Cameo, it’s your girl from Colorado, Lauren Boebert. I am so excited to be joining another platform where I can connect directly with supporters from all over the world,” she said in the video. “Whether you or someone you know needs an America First pep talk, if you want to surprise friends or family with a message for a special day, or if you just want to know my thoughts on whatever’s on your mind, Cameo is the place to connect with me. You can book a video now on my Cameo profile, and I will be seeing you and talking with you soon.” A spokesperson for Cameo confirmed to The Denver Post not only that Boebert’s account was authentic, but also that she was the first sitting federal lawmaker to use the platform. A Cameo spokesperson confirmed the authenticity of the Boebert account to The Denver Post , noting that she was the first sitting member of Congress to join the platform. But it’s not because the other 534 members on Capitol Hill are shy. The New Republic explained that Boebert’s Cameo account appeared to violate House rules. First, there’s an outside income limit of $31,815, so she’d have to watch how much money she makes, and second, under House rules, members are prohibited from receiving honoraria, defined as a “payment of money or thing of value for an appearance, speech, or article.” Now, if Boebert was having her Cameo proceeds go to her campaign account, that would probably be in line with House rules, but that is prohibited by the video platform. Or put another way, the existence of Boebert’s Cameo account was likely to result in a House Ethics Committee investigation, which probably helps explain why the account disappeared after one day.
